I'd personally recommend either the Map Center or Burial Grounds as two great places to start from. Both sites are privately run game editing (modding) forums, controlled and maintained by fans. You can ask questions regarding, Quake4, Doom3, Quake3 and many more. Another two forum sites I would suggest are Quake3World and ForumPlanet.

There are quite a few good free editors available online (see the forums for details). My editor of choice is Q3Radiant.

Firstly, I'd recommend reading the manual that comes with the game in question. If that doesn't help, then try the ForumPlanet. If you're looking for HTML, JavaScipt or other web related help, I would highly recommend W3 Schools. This is a great website, which I still use from time to time as a refresher.
